is now under practical trial.
The China Association, no doubt voicing the
views of Chinese merchants who object to the expense of the Regulations, has sent in a protest of the familiar kind. It is proposed to send them our report by way of reply, if it is approved by the Secretary
of State. But we ought first to get the concurrence
of the Foreign Office and the Admiralty in this
publication of the report.
We also propose to ask the Hong Kong Government to modify their Regulations so as to remove
some of the objections of the Guilds. There should be no difficulty about this as that Government was represented at our Conference.

HONGKONG PIRACY REGULATIONS.

I enclose herewith copy of a telegram which has been received
from the China Association, Shanghai.
At the moment I am unable to supplement it with details of the
Regulations alluded to, but I learn that the Chamber of Commerce at
Fongkong and also the China Association at Shanghai have forwarded
Report, and that a kinority Report from unofficial members of the
special Piracy Committee in Hongkong is now in preparation for dea-
patch to London.
The Regulations which the Hongkong Government seek to enforce
and tighten, entail heavy, and, in some cases,immediate expenditure on shipowners, whilst in the latter's view they are ineffectual. Strong feelings are held locally in support of this opinion, and I would urge that the Hongkong Government be instructed to delay im- posing Regulations on shipowners involving additional expenditure until the receipt in London of these various reports when the whole
matter can be made subject to an exhaustive examination.
